This is a hairstyle I wanted to make because, as a newborn, I had thick and long hair. It reminded me of Baby Dolls, and how they had this thick hair, so I named it based on that. You can only find it by going into CAS and picking The INFANT option, and turning your sim into an infant, then you go into the hair section, and you should find it if CC is turned on in your game.
