This is Rocco, a dog with the purple&blue-skinned fur (with stars in his face).
He is an adult dog and he is a mixed breed (some kind of Basenji dog). I love mixed breed dogs (and unrealistic to)… :lovestruc :lovestruc :lovestruc
I havn’t studied him at all, but I think he will be an ideal pet for your Sim, because of his traits.
His traits: Independent / Hunter / Friendly
Gender: Male
Age: Adult
In my opinion, he looks like a dog from the Moon, because he has a stars in his face, and for that reason, I called him Superstar! 
If you want to adopt him, you’ll need to download all files above and put them in: C:/Documents/Electronic Arts/The Sims 4/Tray, and after that, you can play with him in your virtual Sims 4 world. 
And yes, If you want to play with this dog, you will need to have Sims 4 and Sims 4 Cats and Dogs Expansion Pack.
